If you wish to speak at one of the hearings, you must register to speak and can do so by completing the hearing registration form. You can also register to speak on-site at a hearing from 5-8pm.

When will the RGB’s public hearings be held?
Public hearings will be held:
- Thursday, June 5, 2025, 5-8 PM at the Jamaica Performing Arts Center in Queens.
- Monday, June 9, 2025, 5-8 PM, at the Theater at City Tech, NYC College of Technology in Brooklyn.
- Thursday, June 12, 2025, 5-8 PM, at the Main Theatre of Hostos Community College/CUNY in the Bronx.
- Tuesday, June 17, 2025, 5-8 PM, at Symphony Space in Manhattan.

What guidelines is the RGB considering? The Public Notice includes proposed guidelines approved at the preliminary vote; details of the public hearings; and information on how to comment on the proposed guidelines.
Kindly be advised of the following regulations regarding attendance at the hearings:
Your Speaking Time: Please be advised that you are permitted two minutes of speaking time. You will be notified when your time has expired. A clock located at the front of the auditorium will serve as an indicator of the remaining speaking time.
Your Registration Number: Upon registration to speak, you will be assigned a unique registration number. Although this number cannot be used to determine an exact speaking time, it provides an indication of your position in the speaker queue. The queue order is determined by the number of speakers who registered prior to you. Whenever feasible, we will rotate speaking opportunities between tenants, owners, and publicly elected officials. If you provided an email address, your registration number will be emailed to you within three business days. Additionally, you will receive a reminder the day preceding the hearing. You can also call our office at 212-669-7480 or email [email protected] to obtain your registration number.
What if I need assistance to participate in the hearings? A Spanish interpreter will be provided at these hearings. Individuals who request that a language interpreter other than Spanish, a sign language interpreter, or any other reasonable accommodation for a disability be provided at any of the scheduled hearings must notify the RGB at (212) 669-7480 or via email at [email protected] by Friday, May 23, 2025.
Speaker Attendance: Speakers whose registered positions have been passed prior to their confirmation of attendance at the hearing may forfeit their positions and be required to re-register. Kindly confirm your presence with RGB staff at the registration table situated outside the auditorium. Only speakers who confirm their attendance in person with RGB staff will be heard by the Board. The registration desk will close at 8:00 p.m. No speaker’s position will be substituted for another.
COVID-19 Protocols: None are implemented at the hearing venues.
Privacy Notice: Please be advised that your image will be visible to the Board members, other attendees of the hearing, and the public viewing on YouTube. Your testimony will also be publicly included in the transcript of the hearing.
Public Hearing Rules and Procedures: To facilitate deliberation among members of the Rent Guidelines Board and ensure meaningful participation of the public in the public hearing process, items that are reasonably likely to disrupt the proceedings, such as noisemakers, drums, and whistles, are prohibited and shall not be permitted within meeting and hearing venues. We kindly request your punctual arrival to minimize delays and expedite the entry of all patrons. Your cooperation, patience, and understanding are greatly valued.
Other Testimony Options: We anticipate a substantial number of speakers. If you prefer, you may submit testimony through alternative methods.
