The NYC Rent Guidelines Board will be holding one virtual public hearing to solicit testimony regarding rent adjustments for the period of October 1, 2023 through September 30, 2024. You will have two minutes to speak. The hearing will be held on Zoom, and can be accessed through either video or the telephone. The virtual hearing will be held on Tuesday, June 13, 2023. See 2023 Meetings and Hearings webpage for further details.

To access the public hearing by telephone, please call 646-558-8656, then:

  • Enter webinar ID: 876 4595 4472; then when prompted for Participant ID, press # to be connected to the meeting.

Your Speaking Time: Please note that you are allowed two minutes to speak. You will be notified when your time allotment has ended. For those accessing the hearing via video, a timer on the screen will periodically alert you to the remaining speaking time.

Your Registration Number: When you register to speak, you will be assigned a registration number, which will be emailed to you within three business days. You can also call 212-669-7480 or email [email protected] to obtain your registration number. While you cannot use this number to determine an exact speaking time, it can give you an idea of your place in the queue. Your place in the queue will depend on the number of speakers in attendance who registered prior to you. Note that the Rent Guidelines Board is holding in-person public hearings this year in the Bronx, Queens, and Brooklyn, and for that reason Manhattan tenants and owners will be given speaking priority at the virtual public hearing. When possible, we will rotate between tenants, owners, and public officials.

Your Zoom Sign-In Name (for those testifying via video): When it is your turn to speak, you will be located within the Zoom attendee list by the name you used to register. It is essential that your Zoom name matches that with which you registered.  If you share your computer with other members of your household, or are unsure of the name that you use in Zoom, you may want to consider logging out of Zoom before signing into this public hearing, at which point you will be prompted to enter your name.  Failure to use the same name on Zoom that you used to register may result in the loss of your place in the queue (as we will not be able to locate you).  If you need to change the name you used to register, you must call our office at 212-669-7480 or email [email protected] no later than Tuesday, June 13 at 10:00 A.M.

Your Phone Number (for those testifying via telephone): When it is your turn to speak, you will be called by the name you used to register, and it is required that the phone number you used to call in must be the same one that you used to register (caller ID must not be blocked).  Failure to use the same phone number on Zoom that you used to register may result in the loss of your place in the queue.  If you need to change the phone number you used to register, you must call our office at 212-669-7480 or email [email protected] no later than Monday, June 12, 2023.

Attendance: You should plan to be an attendee of the Zoom hearing when your name is called. If you are not present when your name is called, but join the hearing later, you may be heard after all other registered speakers have been heard.

Speaking Procedure (for those testifying via video): When your name is called, a staff member will locate you in the attendee list by using your name. You will then be promoted to a panelist, with audio and video privileges, and allowed to speak. After your testimony, your microphone and video camera will be disabled and you will again be an attendee of the hearing.

Speaking Procedure (for those testifying via telephone): When your name is called, a staff member will locate you in the attendee list by using your phone number (caller ID must not be blocked).  You will then be promoted to a panelist, with audio privileges, and allowed to speak.  After your testimony, your microphone will be disabled and you will again be an attendee of the hearing.

Privacy Notice: Please note that once your speaking time begins, your image will be visible to the Board members, the other attendees, as well as the public viewing on YouTube.

Simultaneous Translation in Spanish (only available via Zoom video): You have the option to listen to other speakers in either English or Spanish. To listen in Spanish, use the interpretation button to select Spanish. To listen in English, you can either leave interpretation off (however you will hear Spanish speakers in their native language) or use the interpretation button to select English (and you will hear English translations of Spanish speakers).

Other Testimony Options: Please note that we are expecting a large number of speakers. If you prefer, you may submit testimony via other means.
